Health and Safety Representative (HSR) Refresher Training
HSRs play an important role in workplace consultation by representing workers on health and safety matters. Regular refresher training helps HSRs maintain their knowledge of NSW work health and safety legislation, review their powers and functions, and continue developing the communication and problem-solving skills needed for effective worker representation.

The refresher course uses practical activities, group discussions and workplace scenarios to reconnect legislative requirements with the situations HSRs may encounter in their workplace.

Course Outcome

Participants who attend the full course and complete all required course activities will receive a certificate of attendance for the SafeWork NSW-approved HSR refresher training course.

Prerequisites
  • You must be an elected HSR or deputy HSR for a work group in NSW.
  • You must have previously completed the approved five-day initial HSR training course.
  • Before training starts, you must provide the original certificate issued by an approved training provider as evidence of completing the initial course.
  • You must provide original evidence of identity - The combination of documents must show your full name, photograph and signature.

What You’ll Learn
During the refresher course, you will review and apply:
  • Current NSW work health and safety legislation and developments relevant to the HSR role.
  • The role, powers, functions, entitlements and protections of HSRs and deputy HSRs.
  • Effective workplace consultation and the HSR's role in representing members of their work group.
  • Communication, negotiation and issue-resolution skills for raising and resolving WHS concerns.
  • The HSR's contribution to hazard identification, risk management and the hierarchy of control.
  • The purpose and use of provisional improvement notices (PINs), including consultation requirements.
  • The requirements for directing unsafe work to cease.
  • When and how to seek assistance from SafeWork NSW or a WHS inspector.
Who Is This Course For
This course is designed for:
  • Elected NSW HSRs who have completed the approved five-day initial HSR training course.
  • Elected NSW deputy HSRs who have completed the approved five-day initial HSR training course.
  • Experienced HSRs who want to refresh their legislative knowledge and practical representation skills during their term of office.

How the Training Works
Training Delivery
  • One full day of facilitated training delivered in NSW by a trainer nominated by Maxwell Training.
  • Interactive delivery using presentations, group discussions, workplace examples, case studies and practical activities.

Entry Requirements

To participate in the course, you must meet the following requirements:
General Requirements
  • Be an elected HSR or deputy HSR for a NSW work group.
  • Present your original certificate showing completion of the approved five-day initial HSR training course before training starts.
  • Provide acceptable original evidence of identity before the course begins - Evidence must show your full name, photograph and signature and meet SafeWork NSW requirements
  • Attend each course day in sequence and complete all five days within six months
Language, Literacy, Numeracy & Digital (LLND)
  • Read and discuss sections of WHS legislation, guidance material and workplace documents
  • Participate in group discussions, negotiation activities and workplace scenarios.
  • Communicate workplace health and safety concerns and proposed actions.
  • Complete practical refresher activities and basic written templates relevant to a HSR role.
  • Follow verbal and written instructions from the trainer
  • Use a digital device (tablet, smartphone, or laptop) for assessments
